Add API support for restarting the IPSec service, similar to the restart ipsec CLI command.

Use case
Currently, there is no API equivalent to the restart ipsec CLI command.
Users managing VyOS remotely via API are unable to restart the IPSec services. An API endpoint or GraphQL mutation for restarting IPSec would provide a way to automate service management without requiring CLI access.
