Existing vyos_snmp_server uses old configuration information that is incompatible with changes made in version 1.2 and beyond.

Fix will need to update configuration, which should mostly work without changes to ansible config parameters.

engineid moved from user to v3 base, which will not be compatible with pre-1.2 versions.
