Enable VFIO No-IOMMU support in kernel config

Description

A special VFIO No-IOMMU support mode is required for environments where IOMMU is not available, but we still want to use VFIO. For example AWS EC2 instances with ena network cards.

This unlocks the ability to run VPP in AWS.
