Enable Generic Hyper-V UIO driver in kernel config

Description

In Azure and Hyper-V environments, NICs use VMBus instead of a PCI bus. We need to set CONFIG_UIO_HV_GENERIC=m in the kernel config to allow Userspace I/O for this type of NIC.
