As per https://docs.vyos.io/en/latest/configuration/system/ip.html#nexthop-tracking, I should be able to set this:
[edit] vyos@vyos# set system ip nht no-resolve-via-default Configuration path: system ip [nht] is not valid Set failed [edit]
I cannot.
