Support per-service cache management for dynamic dns providers

Description

Use per-provider configuration min-interval (via wait-time config) to control IP address update interval.
While at this, also support per configuration max-interval (via expiry-time config) for completeness.

Update: On second thought, current daemon management is probably good to have nonetheless.
