After add system image the boot stuck and works again after the second reboot

Description

After adding the system image (update), the boot stuck after the first reboot.

Mounting VyOS Config...done.

It works fine after the next reboot.
I started noticing it about a week ago.

I got it 3+ times.

I can confirm that I experienced the same thing with update to VyOS 1.4-rolling-202308310021.

That is first boot just hangs at "Mounting VyOS config... done!". Hard reset of the box made it start correctly.

Previous versions on the same box without this issue:

VyOS 1.4-rolling-202308280021

VyOS 1.4-rolling-202308260020

After 2nd boot (who completed successfully) I did a "commit" and "save" and then backup of the config.

Comparing this config with a backup from 230827 doesnt show any differences other than the version string at bottom of the config.

Still occurs for:

VyOS 1.4-rolling-202309030023

Was upgrading from:

VyOS 1.4-rolling-202308310021

That is first boot after upgrade get stuck at "vyos-router []: Mounting VyOS Config...done.".

A reset didnt work, had to shutdown device and powercycle it for 2nd attempt which worked (aka cold boot).

This seems to have been resolved since a few days (1.5-rolling nightly).

Anyone else who can confirm?

There is a commit that got merged some days ago regarding order of vyos-config and frr - could that be related to the solution?
