Cannot reset BGP peer within VRF

Description

It is not possible to reset a BGP peer within a VRF.

When implementing the feature, the help should properly list the neighbors of the VRF'd BGP (see T4492).

I tested 1.4-rolling-202207111030 and this seems to be resolved, including showing peers in the help.
