/usr/share/doc/ is removed in one fell swoop to save space because it's huge and no one uses it. But this also means we're not shipping our EULA in prebuilt images and copyright notices for individual packages are getting lost. Maybe a single large file containing all copyright information (perhaps gzipped?) would be a good replacement.
