Incorrect warning when poweroff command executed from configure mode.

Description

vyos@vyos# poweroff
Failed to execute operation: The name org.freedesktop.PolicyKit1 was not provided by any .service files
Must be root.

"Poweroff " is an operational command and execution from the config mode is not allowed. The existing error message is kind of misguiding.
A better message is needed i.e. Exit from configure mode before shutting down.
