isc-dhcpd release and expiry events never execute

Description

I was unable to get the dhcp release/expiry events to ever fire in DHCP. The end result is that dhcpd DNS is never removed from /etc/hosts

When logging is turned on, only DHCPREQUEST/OFFER/ACK are logged, never releases, despite them being present in a tcpdump

I suspect this is an upstream issue.
