The location of config data, and the definition of the bind mount /config , has been normalized for all versions > 1.4.4. This affects updates from 1.3.8 as a result of the definition in the older image tools:
https://github.com/vyos/vyatta-cfg-system/blob/equuleus/scripts/install/install-functions#L44
On a live 1.3.8 system, one can edit the line in
/opt/vyatta/sbin/install-functions
to
VYATTA_NEW_CFG_DIR=/opt/vyatta/etc/config
which will correct the problem.
