Since 1.3 is EOL and it's not reproducible in later versions, the task is no longer relevant.

@MPStudyly Well, it's open-source, so anyone can remove the banner by editing the script. The intention of the banner is simply to explain that rolling release and stream builds offer no stability guarantees.

*-update flavors are no longer used in LTS releases — there is no need to, and it's much simpler for users when they can just use openstack or whatever ISO flavor for upgrade.
