Build commit ID: 1cac4fd63750b0

Architecture: x86_64
Boot via: installed image
System type: bare metal

Running on a system with a single physical 1GbE NIC. The bare interface is on an untagged VLAN with multiple tagged vifs including two WAN connections.
When WAN load balancing is configured using vifs instead of bare interfaces, the configuration fails to apply at boot and presents error messages stating this.

I believe the system attempts to configure load balancing before all the interface configurations have been completed. Once the system has booted, merging the boot configuration (/config/config.boot) and 'show' in configuration mode shows the only difference being the `load-balancing {}` block.
