Simplify and consolidate VPP CPU configuration by replacing the existing multi-parameter CPU settings with a single unified resource-allocation option.

Currently, CPU configuration is controlled by multiple commands:

set vpp settings cpu corelist-workers <<id>> [multi]
set vpp settings cpu main-core <u32:0-512>
set vpp settings cpu skip-cores <u32:1-512>
set vpp settings cpu workers <u32:0-4294967295>

These options should be removed and replaced with a single command:

set vpp settings resource-allocation cpu-cores <u32:1-4294967295>  # default = 1
